This film tells the story of a sheriff named Ray Owens , played by Arnold Schwarzenegger , who resigned in his unit in the LAPD narcotics after carelessness part in an operation that made his career destroyed .
Owens eventually left LA and chose to settle in a suburb of Summerton Junction . Instead of seeking to feel the tranquility of living there , Owens even disturbed by the presence of a drug syndicate kingpin named the most dangerous Gabriel Cortez ( Eduardo Noriega ) who became buronon FBI . Cortez himself wanting to escape to the U.S. border - Mexico with the help of a group of mercenaries led by Icy Burrell , played by Peter Stormane .
In his flight path passing through Summerton Junction , Cortez captured some people to be held hostage . The entire American security forces , including agent John Bannister , played by Forest Whitaker should be able to catch Cortez before he managed to cross the border for good . On the other hand , Owens initially refused to get involved in matters that would eventually intervened and took his team to overcome the high profile drug lord .
